North America: PCL hires PPP commercial director

PCL has appointed Ian Clapp to the position of PPP commercial director. 

Clapp is based out of Toronto and joined the constructor equity firm at the end of May.

Clapp’s role is focused on teaming and bidding in both the US and Canadian PPP market.

PCL has won over 40 P3s to date and has a half-dozen equity investments.  Clapp reports to Lee Clayton. Jonas Raymond, commercial director, completes the three-man team.  

Clapp joins from Carillion Canada where he held a similar position. In July 2017 Carillion PLC, the UK parent issued a profit warning. In January 2018 the parent company entered liquidation and subsequently Carillion Canada’s equity investments and construction and O&M contracts were sold to project consortium members.  

PCL is currently bidding on projects such as the Corner Brook Acute Health Care Hospital P3, MacDonald Block Complex Retrofit, Orleans Health Hub, Ottawa Heating and Cooling, Royal Inland Hospital and Thunder Bay Jail. 

Their largest live bid according to Inframation Deals is for the CONRAC project at LAX Airport. They are partnered with Fengate. The project’s technical proposals are due in the next week or so with financials to follow in early August.
