North America: Teams return qualifications for Michigan highway P3

Five teams returned bids for the Michigan I-75 P3 on Friday (8 December), Inframation has learned.

The teams are:

–    Meridiam Infrastructure Managers, Walsh Group
–    AECOM Capital, AECOMJohn Laing and local construction firms
–    VinciStar America Infrastructure Fund
–    Fengate Capital, Acciona, Michels Corp and Walbridge
–    Grupo ACS, Dragados, Astaldi, Amico

Inframation identified the teams on 14 November.

Grantor Michigan Department of Transportation (MDOT) is seeking a partner to reconstruct the third segment of the I-75 Modernization project.

The deadline for responses to the RFQ was extended to 8 December from 29 November, as reported. MDOT is expected to announce a shortlist of three or four teams on 22 December. A draft RFP is also scheduled for release this month.

A final RFP is slated to be issued in April 2018. Proposals will be due in July.

The agency will name a preferred bidder for the DBFM project in August 2018. Commercial and financial close are expected during the third or fourth quarter of 2018.

MDOT may issue Private Activity Bonds (PABs) if the private partner wishes to incorporate them in their financial plan, according to the RFQ. The agency is also considering the use of a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan.
