The Oklahoma Turnpike Authority (OTA) has shortlisted three of the four teams that had answered the Request for Qualifications (RFQ) for the Gilcrease Expressway West P3 in Oklahoma.
The three shortlisted teams are:
AECOM Energy and Construction Inc., Duit Construction Company and Wells Fargo Securities
Manhattan Sherwood Joint Venture (Manhattan Road & Bridge Company and Sherwood Construction Co) and RBC
- Oklahoma Turnpike Constructors Joint Venture (Lane Construction Corporation, Allen Contracting, Inc) and KeyBanc
The Request For Proposal (RFP) will be issued to the shortlisted teams in early October with preferred proponent selection slated for 1Q19.
OTA targets 1 June 2019 for construction start.
Austin Bridge & Road and Citi had returned qualifications but was not shortlisted by the Authority.
The grantor is in the process of pursuing a TIFIA loan, which the agency estimates will be roughly USD 100m given that TIFIA allows a loan covering up to 33% of eligible project costs.
The project involves a funding partnership between the OTA, City of Tulsa, Tulsa County, Indian Nations Council of Governments and Oklahoma Department of Transportation.
The OTA’s advisors are: CDM Smith (traffic and revenue), EGL Law (general counsel), Garver (engineer of record), Hawkins Delafield & Wood (legal), Hilltop Securities (financial), Kutak Rock (legal), Olsson Associates (consulting engineer), Poe & Associates (program manager) and Public Finance Law Group (legal).
