The city of Ottawa has selected a first ranked proponent for the Trillium Line Extension part of the Ottawa LRT Stage 2 P3, according to a 20 November [asset1]. The first ranked proponent was not disclosed in the memo, but SNC-Lavalin is believed to have been given that designation, said two sources close to the situation.
Evaluation of the technical and financial submissions for the project are complete and staff will now engage with the first ranked proponent to begin to clarify aspects of the submission and assist in laying the groundwork towards recommending the preferred proponent.
A shortlist for the CAD 535m (USD 404m) LRT project was released in July 2017. The three teams shortlisted for the project were:
- Plenary (North America), RW Tomlinson, Colas, WSP
- Fengate, Acciona, Thomas Cavanaugh, CAF, CIMA+
As reported, the DBFM project is part of the city’s Stage 2 LRT program, which has three elements. The project involves the construction of seven new stations, as well as 11km of track and bundled city projects.
The second line of the project is the Confederation Line Extension. Both the technical and financial submissions for the Confederation Line project have also been received and the procurement team is in the midst of the evaluation process for this procurement, according to the release.
As reported, shortlisted proponents for the Confederation Line LRT extension are:
- Confederation Transit Group (CTG): Ferrovial, Colas and Tomlinson
- East West Connectors (EWC): Kiewit and Vinci
- Confederation Line 2 Partners (CL2P): Bechtel, AECON, Pomerleau and EBC
The CAD 2.49bn project is being delivered as a design-build-finance project which includes 27km of new LRT track from Blair Road to Trim Road, several new bridge structures, 16 stations, tunneling, widening of several roads and construction of a new road.
The city expects to make recommendations for preferred proponents for both the Trillium and Confederation Line extension projects to the Committee and Council by 1Q19.
SNC-Lavalin did not immediately return a call seeking comment.
This is the second stage of the Ottawa LRT project, with Rideau Transit Group Partnership (RTF), which is led by Spanish developer ACS, reaching financial close in February 2013.
As reported, the CAD 1.8bn Stage 1 Ottawa LRT project was delivered using a DBRM model. The consortium included ACS, EllisDon and SNC-Lavalin as equity providers. Adamson Associates, BBB Architects Ottawa, Dr G Sauer & Partners Corporation, Fast + Epp, Hatch Mott McDonald, IBI Group, L2 Advisors, MMM Group, Scotiabank, Sereca Fire Consulting, Thurber Engineering and Veolia Transportation were also included in the consortium.
The consortium was not allowed to compete in the Confederation Line procurement, but it can do so for the Trillium Line.
