ROADIS proposes USD 9bn joint operating agreement for Colorado highway

PSP Investments-owned ROADIS has proposed entering into a USD 9bn, 50-year operating agreement with officials for the E-470 highway that encircles the Denver metropolitan area.

Roadis is pitching the idea to the E-470 Public Highway Authority (E-470 PHA), the entity that currently operates the highway.

The agreement would allow the E-470 PHA to retire all of its outstanding debt obligations, provide funding to accelerate completion of its capital improvement program for the highway, offer a rewards program that could lower tolls for frequent users of the highway, and provide an additional USD 4.2bn that could be distributed to finance additional infrastructure projects in the cities and counties that comprise the E-470 PHA, according to an October Roadis document that Inframation obtained.
