Spanish developer Sacyr is soliciting officials in Colombia to reject China Civil Engineering Construction Corporation’s (CCECC) proposal for the Regiotram light rail project, according to documents published on 17 December.
On 2 December, the government requested verification of multiple components of the Chinese developer’s bid, including, most notably, verification of investment experience. In Sacyr’s memo to the government, the company cited CCECC’s non-compliance with the requirements of the tender process as the reason the government should reject the bid.
Sacyr prequalified for the Regiotram tender process but, ultimately, did not present a bid.
An industry source noted that it’s likely Sacyr failed to form a consortium in time to bid and hopes that, if CCECC’s proposal is rejected and the current tender cancelled, they will have a second chance at participating in the process once it’s relaunched.
