South Australia is set to choose a winner on its first schools PPP for several years by the middle of November, sources said.

Sources had previously said a final decision was expected by the end of October but a preferred bidder is now due to be notified by the second week in November, with financial close likely by December, three sources familiar said.

A government spokesperson declined to comment.

The AUD 150m-200m (USD 102m-137m) deal is being used to test the market after the ill-fated new Royal Adelaide Hospital. That project reached financial close in 2011, but suffered major cost blowouts, delays and several law suits.

Consortia competing in the tender are:

– Macquarie Capital, Badge Constructions and Programmed;

– Morrison & Co, Spotless Group, Watpac and Planum Partners with law firm Norton Rose;

– Tetris Capital, DIF and Sarah Group, with law firm White & Case.
