Teams identified for CAD 2.8bn light rail P3

Four teams have returned proposals for the CAD 2.8bn Millennium Line Broadway Extension (Skytrain), Inframation has learned.

According to sources close to the procurement, the teams that responded to the request for qualifications (RFQ), which had a deadline of 17 April, are the following:

  • Salini Impregilo, Astaldi, Colas Group, Jacobs Engineering Group
  • SNC-Lavalin
  • Dragados, Aecon, Hatch Group-WSP Global joint venture, ACS Infrastructure (financial advisor)
  • Acciona, Ghella, Parsons, Mott MacDonald

The province will announce shortlisted respondents for the DBF project on 30 May, and will issue both a request for proposal and draft project agreement on that date.

Technical proposals are due on 28 November, and financial proposals are due on 20 February 2020. The province will announce a preferred proponent on 13 April, and an execution of the project agreement on 15 June.

The entity chosen for the project will be responsible for financing CAD 450m (USD 334m) of the construction costs. The private partner will receive partial payments until the full CAD 450m has been invested. At that point, the province will begin making full construction period payments, and the balance of the contract will be payable upon completion of the project.

Project description

The project is the first phase of rapid transit between Commercial Drive and the University of British Columbia, by extending the Millennium Line westward from a terminus at VCC-Clark to a new terminus at Arbutus Street.

 SkyTrain is a driverless system, and has the lowest operating costs on a per kilometer and per passenger basis than other transportation alternatives.
