Two teams shortlisted for CAD 1bn Quebec tunnel project

Two teams have been shortlisted for the Louis-Hippolyte-LaFontaine Tunnel Rehabilitation project.

 Proposals were received for Transportation Quebec’s Design-Build-Finance rehabilitation project on 12 September.
 The two teams shortlisted are the following :
  • Relais St-Laurent : SNC-Lavalin Grands Projets Inc, EBC Inc, SNC-Lavalin Capital Inc.
  • Renouveau La Fontaine : Eurovia Infra, Pomerleau Inc, I&S Mobility-Way Inc, Dodin Campenon Bernard S.A.S.
 As reported, the project is currently estimated at CAD 1bn (USD 770m).
 The Request for Proposals (RFP) will be issued in Winter 2019. A precise procurement calendar has yet to be determined, according to a source close to the situation.
 Advising the grantor on the project is Deloitte (financial) and Gowling WLG (legal). Tetratech, Parsons, CIMA+ and Egis are serving as technical advisors.
Project details
Elements of the project include the replacement of the concrete screed, and installing a protective coating that will protect the structure from salt spray and tires.
 The tunnel is a strategic road link for passenger and freight transportation for the metropolitan region, Québec, and Canada. It is an integral part of Autoroute 25 (A-25) and links the eastern side of the Island of Montréal and Longueuil through ïle Charron in Boucherville. It also is the most used route by trucks to access the Island of Montréal and the freeway network western Québec, in both directions during the entire day. The tunnel enables over 120,000 vehicles to cross the St. Lawrence River each day.
